This is a perforated Mexican tax stamp designed by Francisco Eppens Helguera. It was issued in 1937 and commemorates Labor Day. Its value is of 1 cent. It seems that it is one of the first stamps designed by Eppens since he started working for the government in 1935. The stamp depicts a worker raising his right hand in sign of protest and holding a flag in his left hand, the flag has "MAYO" written on it.
